I happen to have an immediate family member who is admitted to practice at Patent and Trademark. He is not aware of any such site listing each and every attorney who is thusly authorized.
Any attorney can handle USPTO matters. However, patents are a particularly technical area of the law, and you’d do well to seek out someone with specialized knowledge if you’re working in that area.
Any attorney can practice this type of law–there is no special admission requirements and no such website. However, this is “intellectual property” and in my state, our state bar office will give you a list of all attorneys in our state that practice in that area. Even that’s not on line. Although the state bar has a web site, you have to call them for referrals. It works better because they do an in-take and try to get you to the right group of attorneys for your issue. Anyway–try that.
